New French PV feed-in tariffs


From 26th July 2006, new French PV feed-in tariffs are in force (arrêté du 10 juillet 2006). They are composed of :

  • a basic tariff of 30 c€/kWh (40 in Corsica and overseas departments)
  • a BIPV (Building Integrated PV) bonus of 25 c€/kWh (15 in Corsica and overseas departments), for a total feed-in tariff of 55 c€/kWh for BIPV

Feed-in tariff Contracts are signed for a 20 year period.

Other measures such as the tax credit for individuals (50% of materials costs), the reduced VAT of 5.5% (if the equipped host building is more than 2 years old) and the accelerated investment depreciation for companies are still available.

How to benefit from the new feed-in tariff ?

The tariff applicable to a PV system depends on the date when the grid connexion becomes effective :

  • after July 26, 2006, the rates are those detailed above (starting in 2007, indexation will be calculated to compensate for inflation)
  • before July 26, 2006, and if the PV system DOES NOT already benefit from a feed-in contract, the rate is calculated according to a depreciation index fixed at 5% per year of operation since the grid connexion (ex. Grid connexion in year 2003 = feed-in tariff of 25.5 c€/kWh or 46.75 for BIPV)
  • if the PV system already benefits from a feed-in contract (previous feed-in tariff of 15 c€/kWh), it is not eligible for the new rates

How to benefit from the BIPV bonus ?

This bonus is only allocated to PV systems that have one of the technical or architectural functions listed below :

  • PV roofs, tiles or slates industrially designed with or without support
  • Sun visors
  • Windows, balcony and terrace, balustrades, railings and vertical protection
  • PV glass roofs without back protection
  • Façades and curtain walls

The DRIRE (regional representation of the ministry of industry) will decide if the PV system can benefit from the BIPV bonus or not when processing the application for a "purchase obligation certificate" at the early stage of a project. A complementary ministerial documentation (a "Circular") is expected to be published in early Autumn. This circular should contain detailed instructions for the DRIRE.
